There is a lot of talk bemoaning the death of the liberal rules-based world order. But it is less clear exactly what this order entailed, in what sense it was liberal, how (and by whom) the rules were established and maintained, and who benefited from it. The panel will discuss these issues and the questions of whether the order can and should be maintained and what might replace it.
